Personal Profile

Rachel currently serves as Assistant Director-General for International Affairs at the Intellectual Property Office of Singapore (IPOS). In this role, she is responsible for driving international cooperation and partnership development, while promoting Singapore’s global profile and influence as an intellectual property hub. Prior to this, she led and advanced multiple capacity-building initiatives aimed at strengthening Singapore’s overall capabilities and ecosystem in IP management, patent analytics, and related training.

Before joining IPOS and its International Affairs division, Rachel worked at Creative Technology Ltd and Panasonic AVC Networks Singapore Pte Ltd, where she was engaged in the design and R&D of audio technologies and was granted several patents in related fields. She holds a Master’s degree in Engineering Technology Management and a Bachelor’s degree in Electrical Engineering from the National University of Singapore, and has also obtained a professional certification in intangible asset management.
